Since being elected to the Issaquah City Council in November 2021, Russell Joe has brought a rare combination of private sector acumen, legal insight, and deep-rooted public service to local leadership. Drawing on two decades of experience in government affairs, municipal relations, and nonprofit management, he has become a trusted advocate for balanced growth, civic engagement, and sustainable community development.
A former municipal prosecutor and Pro Tem judge, Russell approaches policymaking with an analytical mind and a steady hand. He spent over twelve years prosecuting local cases and presiding in Washington courtrooms, honing a reputation for fairness, listening closely to all viewpoints before making reasoned, fact-based decisions. As a councilmember, he’s carried that same commitment to thoughtful deliberation, building public trust and fostering consensus across diverse community interests.
Russell’s private-sector background—as External Relations Manager at Republic Services—gives him practical insight into the intersections of policy, business, and environmental stewardship. He actively collaborates with elected officials in Bellevue, Sammamish, and North Bend on recycling, sustainability, public safety, and transportation issues—skills he now brings to advancing Issaquah’s post-pandemic recovery and future growth.
Beyond his professional credentials, Russell has invested deeply in the community through nonprofit service. He currently serves on the boards of The Garage Teen Café, the Economic Alliance of Snohomish County, and the Bellevue Chamber’s Nonprofit Leader Development Committee. Over the past 18 years he has also contributed to the Chinese Information and Service Center, the United Way, and the Japanese Cultural & Community Center—efforts that highlight his commitment to nurturing the next generation of leaders and nonprofits alike.
On the Council, Russell has drawn on his prior experience as a nine year member and former Planning Policy Commissioner to thoughtfully shape Issaquah’s policies. He is focused on managing growth thoughtfully, preserving forested hills and clear streams, improving transportation infrastructure, and maintaining Issaquah’s quality of life—priorities underscored both in his campaign and in his active collaboration with regional partners.
